The Arlington County Manager's Office is seeking a multifaceted Audiovisual Production Specialist to develop, produce, edit video content and maintain and troubleshoot video equipment and design video engineering solutions. This position plays an integral role in the overall communications of County information for residents, businesses, regional partners, and visitors. This position will partner with staff in County departments to help tell the story of Arlington County and its government through a variety of video formats that inform, promote, educate, and engage the Arlington community.

This position also coordinates and provides technical support for virtual and in-person live events and meetings held throughout the County. Additionally, this position is responsible for the setup, storage, and maintenance of all media assets and technology used for events and other platforms.

This position is part of the Arlington Video Group and reports to the Video Production Manager.

Specific duties include:

  • Creating and managing high-quality audio and visual content about Arlington County and its government for various media platforms, as well as virtual and in-person live events and meetings;
  • Setting up, operating, and maintaining A/V equipment like cameras, microphones, speakers, projectors, and mixing boards;
  • Planning, coordinating, and managing A/V production projects, including scheduling, logistics, and collaboration with other team members;
  • Identifying and resolving technical issues with A/V equipment and systems and providing technical support to clients and internal teams to determine the right format for their audiovisual needs;
  • Recording, editing, and enhancing audio and video footage for different platforms, such as YouTube, social media, mobile and digital screens;
  • Coordinating pre-production, production, and post-production requirements for videos, virtual/in-person live events, and County meetings;
  • Working closely with County staff and community partners on audio/video production and video news releases, including scripting, directing, shooting, and editing video assignments;
  • Participating in pre-production meetings with partners and cable administrator to determine program budget, conceive program ideas, and finalize program content;
  • Creating links for proper promotion and distribution of events, such as digital banners for websites;
  • Developing audio-visual solutions to create interactive virtual community engagement events; and
  • Keeping abreast of industry trends and advancements in A/V technology.

The ideal candidate will have the following:

  • Considerable experience in professional cable, commercial or industrial television production including experience operating TV/cable equipment.
  • Understanding of the graphics, technology, and strategies needed to use video for broad communication and engagement in government;
  • Interpersonal skills to work collaboratively with internal and external partners, including the ability to resolve scheduling problems and differences in vision;
  • Problem solving skills to gather relevant information to solve practical problems;
  • Creativity to develop program ideas for the Arlington Video Group; and
  • Understanding of the graphics, technology and strategies needed to use video for broad communication and engagement in government.

Selection Criteria

Minimum Qualifications:

  • A Bachelor's degree in communications, TV/Video production, Journalism, or related field; and
  • Considerable experience in professional cable, commercial or industrial television production including experience operating TV/cable equipment.

A successful candidate will have the following:

  • Expert knowledge of the Adobe Creative suite - Premiere Pro, After Effects, Photoshop, Media Encoder, Illustrator, Adobe Express, Lightroom, Audition;
  • Knowledge of broadcast playout systems and equipment including but not limited to Cablecast, Ross switchers and routers, Xpression, Livestream studio, and Blackmagic equipment;
  • Expert knowledge of both PC and Mac platforms and the ability to troubleshoot and solve network problems;
  • Knowledge of high-end cinema cameras, ENG cameras, PTZ cameras, mirrorless cameras, action cameras. Bonus if can operate Drones; and
  • Ability to compose and edit program scripts, reports, proposals, procedures, policies, etc.

Substitution:

  • Additional qualifying experience can be substituted for the educational requirement.

Special Requirements

The selection process will include both virtual and in-person interviews.

Portfolio: Candidates should be prepared to provide the following portfolio pieces should they move forward in the selection process:

  • Demo reel
  • Short-form video (1-2 min)
  • Long-form video (5+ min)

Physical Requirements: Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work hours: This is a 40-hour per week position, Monday-Friday 8:00 a.m. - 5:00 p.m. with some flexibility. Periodic evenings, nights and weekends will be required. Some remote work (telework) is available for this position with prior supervisor approval. This is not a full-time remote opportunity.
