Essential Job Functions:

Supporting Operations Manager:

Assist the Operations Manager in the oversight of daily plant operations, plant scheduling and manpower loading.

Assume responsibilities of the Operations Manager in his or her absence.

Make recommendations to ensure thermal and electrical outputs are at optimum levels and efficiency.

Assure that the daily log and other plant records are filled out in a timely and accurate manner, including electrical, steam, and emissions output; fuel and water consumed; and heat rates.

Conduct periodic log and record review to ensure that tag out procedures, equipment status and designated administrative systems are functioning effectively.

Assist with the Operations Manager in developing operational procedures and checklists, including those for normal unit/plant start-up, normal unit/plant shutdown, restoration from unit trips, and restoration from plant blackouts.

Provide operations support during plant upsets, outages, chemistry and other situations where additional CRO coverage may be required.

Participate in the administrative maintenance of plant operating manuals, technical references, prints and diagrams, and preventive/predictive maintenance records.

Provide routine relief in a CRO's absence (vacation, sick leave, etc.).

Complete other tasks as requested by the Operations Manager.

Provide supervision or assistance in operating the natural gas line, if applicable.

Dependable, reliable and predictable attendance is required.

Must possess a valid, in-state motor vehicle operator’s license at all times.

Supporting Plant Engineer

Review the week-ahead and day-ahead energy schedules and assist the Plant Engineer and Operations Manager in dispatching the plant including the determination of operating status for each unit.

Provide administrative assistance in environmental reporting. Monitor all reporting requirements and their frequencies to ensure compliance with permit and agency requirements. Coordinate environmental training with consultants or other resources.

Provide administrative support for the safety program.

Complete special projects as requested by the Plant Engineer.

Provide NERC support to the Plant Engineer.

Make recommendations to ensure thermal and electrical outputs are at optimum levels and efficiency.

Conduct periodic LOTO record review to ensure that tag out procedures, equipment status and designated administrative systems are functioning effectively.

Provide operations support during plant upsets, outages, chemistry and other situations where additional CRO coverage may be required.

Participate in the administrative maintenance of plant operating manuals, technical references, prints and diagrams, GPI and preventive/predictive maintenance records.

Provide routine relief in CRO's absence (vacation, sick leave, etc.).

Complete other tasks as requested by the Operations Manager.

Knowledge, Skill, and Abilities:

This position operates from established and well-known procedures, performing duties independently under general direction and minimum supervision. Decisions are made within prescribed operating procedures and guidelines. The position encounters recurring work situations of high complexity, with occasional variations from the norm.

The LCRO has the authority to control the operation of the plant and must do so in a safe manner resulting in no accidents, and in compliance with all environmental permits at all times. This position must effectively communicate information to supervision and fellow plant personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvements.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer needs are being met.

Education and Experience:

Six or more years’ power plant experience. An Associate Degree in a technical field is desirable. Must successfully complete a plant operator’s knowledge examination, if required. Experience in the operations of power generating facilities and transmission systems with significant exposure to combined cycle or steam cycle plants, experience in water chemistry control, analysis of water conditions, water treatment plant operations and chemical-handling requirements, demonstrated skills in energy scheduling, plant performance improvement, and transmission grid operation. History of development of innovative and creative problem solving approaches to improving various aspects of facility performance including technical and business. Must have strong leadership, motivational, and communication (oral and written) skills, including the ability to communicate effectively to groups. Must be proficient in the use of computer software (word processing, Excel spreadsheets, and databases) is required. Theoretical and practical knowledge of combustion/steam turbine operations, closed systems steam generation, industrial safety, hazardous waste management and inspection/recording of plant parameters is highly desirable. Experience with piping and instrument schematics and process controls desirable.

Lifting/Pulling/Pushing: Must be able to lift up to 75 pounds and pull or push equipment or materials. Moderate over-head reaching and lifting and grasping is necessary.

Working Conditions:

Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, work load and plant conditions. "On call" status will periodically be required.

All employees will participate in the Fitness for Duty Program. This program includes a pre-employment physical examination and drug screening and random drug screening during employment. Extensive smoking restrictions exist in and around the facility.
